El propósito de este artículo es identificar el origen, el desarrollo y las perspectivas de la organización de los pobladores en Colombia, denominada acción comunal, orientada sobre dos ejes: modernización orgánica y fortalecimiento democrático, interno y externo. El periodo analizado comprende el proceso comunal a partir de la ley 19 de 1958 hasta el XXI Congreso Nacional Comunal de Montería (2008). La metodología usada en esta investigación aplica los principios de acción participativa y virtual. Los resultados han sido convalidados con las organizaciones comunales a nivel nacional, regional y local, cuya culminación se expresa con las conclusiones del XXII Congreso Comunal Nacional de 2010. Los actores comunales construirán un futuro promisorio, teniendo como referencia su propia historia y las políticas públicas consignadas en el Documento Conpes. Esta es una mirada profunda de la consolidación de la acción comunal y su histórico desarrollo.

his paper was aimed at identifying the origin, development and prospects of the organisation of the settlers in Colombia, called community action; it was orientated along two axes: organic modernisation and internal and external democracybuilding. The period analysed covers communal activity starting with Law 19/1958 to the 21st National Montería Commune/Settlers Congress (2008). The methodology used in this research applies the principles of participatory and virtual action. The results have been validated with community organisations at national, regional and local levels, culminating in the conclusions presented at the 22nd National Commune/Settler Congress in 2010. Community actors will build a promising future, taking their own history as reference and the public policy outlined in the Colombian Economic and Social Policy Council (CONPES) document. The article presents an in-depth look at the consolidation of community action and its historical development.
