Focus and Scope
Administración & Desarrollo is a peer-reviewed journal that has been published since 1962 by Escuela Superior de Administracion Publica (ESAP), directed from the Subdirección Nacional de Investigaciones, in the city of Bogotá, D.C. (Colombia). It is published every six months, with a first issue corresponding to the January-June period, and the second between July and December.
Administración & Desarrollo deals mainly with the publication of research and review articles in the area of Public Administration (PA). It is open to all PA researchers and scholars in the world and receives articles originally written in Spanish and English.

Peer Review Process
To ensure the academic quality of the published articles, the journal adopts a double-blind peer review system. Once the article is reviewed by the Editor and scanned using the similarity detection software Turnitin, it is sent for peer review. Reviewers, following the journal’s guidelines, provide their evaluation based on both content and form.
Peer reviewers have 15 days to issue their decision, which may be: publishable, publishable with minor modifications, publishable with major modifications, or not publishable. Once the evaluations are received, the editorial team forwards the feedback to the authors so they can make the necessary corrections.
After the authors submit the revised version, the editorial board conducts a final review to ensure that all peer suggestions were properly addressed and to determine whether the article is approved for publication.
Throughout this process, the journal maintains constant communication with the authors to inform them of the article's status. The evaluation process may take between two and four months, depending on the availability of the reviewers.
Publication Frequency
Administración & Desarrollo is published every six months, that is to say, two issues will be published each year, the first corresponding to the period January-June, and the second to July-December.
In order to make knowledge circulate more quickly, the Journal will continuously publish the articles that have completed the editorial process.
Code of Ethics
In order to encourage proper action by the authors and to guarantee that the arbitration process develops in the best possible way, we ask that the following aspects be taken into account before submitting an article for consideration by the journal:
- The journal will only consider unpublished articles that correspond in their content and structure to the policies indicated by the editorial committee. The submission of an article that has already been published, in whole or in part, will be considered a breach of academic ethics.
- Any fragment corresponding to a text already published, and used in an article submitted to the Journal, must be clearly referenced; if this is not done, it will be considered as plagiarism and the work will be discarded for publication.
- The selection and final approval of an article will depend on the academic concept of the peers called in each case and the willingness of the authors to make the modifications that are suggested as necessary, within a timely period, prior consultation with the Editor of the magazine for the time deemed necessary to make the adjustments.
- The arbitration process of the Administración & Desarrollo magazine is “double blind”, which means that neither the authors nor the peers will know each other's identities. In this sense, it is the responsibility of the author to avoid any direct allusion or indication of his identity within the body of the text. Additionally, following a confidentiality policy, the details of each process will not be disclosed except among those directly involved (editors, authors, evaluators, committee members).
- When the editorial committee or the editor deems it appropriate, they may ask the authors to suggest the names of three possible academic peers, as long as these candidates do not know a previous version of the document or have been linked in some way to the process. of research from which it is derived. In this case, the author or authors are asked to act with total transparency in their recommendation, avoiding those candidates who can identify their identity or who may present some type of conflict of interest.
- The evaluation process requires an exclusivity policy; This means that your work cannot be simultaneously submitted to another publication while it is in the arbitration process in the Administración & Desarrollo magazine. In the event of a double application, your behavior will be considered unethical.
- The editorial committee reserves the right to reject the publication of any postulated work, if it considers that it does not correspond to the academic nature of the journal or if the authors engage in any improper behavior, such as those described above.
Conflict of Interest and Transparency
With the aim of guaranteeing ethical principles that the Committee on Publication Ethics (COPE) recommends for publications, the Editorial Committee invites authors to declare potential conflicts of interest when submitting a paper; that is, if the author has a labor relationship or economic interest in promoting the results of the research. Example:
An author who promotes tourism in a region in his article and has a direct relationship with tourism promoting companies or works in a private or public entity whose interest is the promotion of tourism, has a conflict of interest.
In the same way, and with the aim of making the knowledge useful for other investigations and reflections, the Journal asks the authors to mention computer programs, technologies and any other tool, prioritizing the free use versions.
Open Access Policy
The Journal provides open and free access to all its contents; without legal, economic or technological barriers, in this way it promotes the democratization and social appropriation of specialized knowledge and financed with public resources. Submission and publication of manuscripts are completely free. To facilitate the access and use of the content, the Journal defines the following license for the publication and use of the articles:

The journal does not charge any processing charge (APC) for the submission, review or publication of articles.
Digital Preservation Policy
Administración & Desarrollo participates in the Public Knowledge Project Preservation Network (PKP PN) digital preservation network, which enables long-term digital preservation in the event that the journal is no longer online. The LOCKSS program allows for decentralized and distributed preservation of long-term access to authentic versions of manuscripts.
The files of Administración & Desarrollo are saved at the time of publication in their post-print version (version corrected by the author) on the OJS platform, developed by Public Knowledge Project (PKP).
Similarly, the journal allows authors to self-archive their article in institutional or thematic repositories or personal websites, as long as it is the version published by the School of Public Administration (ESAP).
