Scope and Focus

It is a peer-reviewed academic journal published since 1990 by the Higher School of Public Administration (ESAP) in Bogotá, D.C., Colombia. It is listed in the Latindex and Dialnet catalogs. The journal is published annually and focuses on research and reflection articles in the fields of Territory, Human Rights (HR) and Peacebuilding. It is open to all researchers and scholars worldwide and accepts articles originally written in Spanish and English.

Peer Review Process

To ensure the academic quality of the published articles, the journal adopts a "double-blind" peer review system. Once the article is reviewed by the editor and scanned by the Turnitin similarity detection system, it is sent out for peer review. Reviewers, following the journal's guidelines, provide their feedback by analyzing both content and form. The journal establishes a schedule for this process, which is communicated to the authors, and maintains ongoing communication throughout the process to inform them of the status of their submission.

Publication Frequency

Nova et Vetera is published annually, meaning that only one volume is released covering the period from January to December of the respective year.

To facilitate quicker dissemination of knowledge, the journal will continuously publish articles that have completed the editorial process.

Open Access Policy

The journal provides open and free access to all its content; there are no legal, economic, or technological barriers, thus promoting the democratization and social appropriation of specialized knowledge funded by public resources. Submission and publication of manuscripts are entirely free of charge. To facilitate access and use of the content, the journal adopts the following publication and use license:

Previously, the CC BY-NC-ND license was used, but in 2021 (Issue 30), it was changed to CC BY-NC-SA.

Ethics Code

To ensure proper conduct by authors and to guarantee that the peer review process is conducted as smoothly as possible, the following aspects should be considered before submitting an article for review:

  • The journal will only consider unpublished articles that comply with the content and structure policies outlined by the editorial committee. Submitting an article that has been published, in whole or in part, is considered an academic ethics violation.
  • Any excerpt from a previously published text used in an article submitted to the journal must be clearly referenced; failure to do so will be considered plagiarism and the manuscript will be rejected for publication.
  • The final selection and approval of an article depend on the academic assessment of the reviewers assigned to the case and the authors' willingness to make necessary revisions within an appropriate timeframe, in consultation with the journal editor regarding the time needed for adjustments.
  • The journal Nova et Vetera uses a "double-blind" peer review process, meaning that neither authors nor reviewers will know each other's identities. Therefore, it is the author's responsibility to avoid any direct references or hints about their identity within the text. Additionally, following a confidentiality policy, details of the review process will only be disclosed among the directly involved parties (editors, authors, reviewers, committee members).
  • When deemed appropriate by the editorial committee or the editor, authors may be asked to suggest three potential reviewers, provided these candidates have not seen a previous version of the manuscript or been involved in the research process. Authors should act with complete transparency in their recommendations, avoiding candidates who might identify their identity or present any conflict of interest.
  • The evaluation process requires exclusivity; this means that the manuscript should not be simultaneously submitted to another publication while it is under review at Nova et Vetera. Double submission will be considered unethical.
  • The editorial committee reserves the right to reject the publication of any submitted work if it does not align with the journal's academic nature or if authors engage in inappropriate behavior as described above.

Conflict of Interest and Transparency

To ensure ethical standards recommended by the Committee on Publication Ethics (COPE), the editorial committee requests authors to declare any potential conflicts of interest when submitting a manuscript. This includes any employment or financial interests related to the promotion of research results. For example:

An author promoting tourism in a region in their article and having a direct relationship with tourism promotion companies or working in a private or public entity interested in promoting tourism has a conflict of interest.

Similarly, to make knowledge useful for other research and reflections, the journal requests authors to mention software programs, technologies, and any other tools, prioritizing free versions.

Digital Preservation Policy

Nova et Vetera participates in the Public Knowledge Project Preservation Network (PKP PN), which allows for long-term digital preservation in case the journal goes offline. The LOCKSS program enables decentralized and distributed preservation of long-term access to authentic versions of manuscripts.
