Scope and Focus

It is a peer-reviewed academic journal published since 1990 by the Higher School of Public Administration (ESAP) in Bogotá, D.C., Colombia. It is listed in the Latindex and Dialnet catalogs. The journal is published annually and focuses on research and reflection articles in the fields of Territory, Human Rights (HR) and Peacebuilding. It is open to all researchers and scholars worldwide and accepts articles originally written in Spanish and English.

Peer Review Process

To ensure the academic quality of the published articles, the journal adopts a "double-blind" peer review system. Once the article is reviewed by the editor and scanned by the Turnitin similarity detection system, it is sent out for peer review. Reviewers, following the journal's guidelines, provide their feedback by analyzing both content and form. The journal establishes a schedule for this process, which is communicated to the authors, and maintains ongoing communication throughout the process to inform them of the status of their submission.

Publication Frequency

Nova et Vetera is published annually, meaning that only one volume is released covering the period from January to December of the respective year.

To facilitate quicker dissemination of knowledge, the journal will continuously publish articles that have completed the editorial process.

Open Access Policy

The journal provides open and free access to all its content; there are no legal, economic, or technological barriers, thus promoting the democratization and social appropriation of specialized knowledge funded by public resources. Submission and publication of manuscripts are entirely free of charge. To facilitate access and use of the content, the journal adopts the following publication and use license:

Code of Ethics

Nova et Vetera adheres to the recommendations of the Committee on Publication Ethics (COPE) to prevent malpractice in research and knowledge circulation processes, and to guarantee the publication of texts that demonstrate compliance with ethical research principles.

The following behaviors are considered malpractice:

  • Redundant publication.

  • Plagiarism.

  • Inappropriate use of AI applications.

  • Falsification of data (photographs, statistics, graphs, etc.).

  • Falsification of information (author affiliation, signatures, etc.).

  • Impersonation and authorship falsification.

In order to encourage proper conduct by authors and to ensure that the peer-review process is carried out in the best possible manner, we request that the following aspects be taken into consideration before submitting an article to the Journal.

Author responsibilities

1. The evaluation process requires an exclusivity policy; this means that authors commit to not submitting their work simultaneously to another publication while it is under peer review at Nova et Vetera. Any instance of dual submission will be considered unethical behavior.

2. The journal will only evaluate original articles whose content and structure comply with the policies established by the Editorial Committee. Submitting an article that has been previously published, either in whole or in part, will be considered a breach of academic ethics.

3. Any fragment from a previously published text used in an article submitted to the Journal must be clearly referenced; failure to do so will be considered plagiarism, and the work will be disqualified from publication.

  • Authors commit to declaring any potential conflicts of interest upon submission; this applies if the author has a professional relationship or financial interest tied to the promotion of the research results. Example: An author promoting tourism in a region who has a direct relationship with tourism promotion companies or works for a private or public entity whose interest is the promotion of tourism has a conflict of interest.
  • Authors must declare that all individuals who made significant contributions to the research and the drafting of the article are included, in the order defined by the group of co-authors. Likewise, individuals who did not participate directly in the preparation of the manuscript should be recognized in the acknowledgments.
  • Authors must disclose any generative AI tools used in the preparation of articles and/or images. Human authors and editors are responsible for the final editing of the articles.
  • Authors should mention computer programs, technologies, and any other tools used, prioritizing open-source versions to ensure knowledge remains useful for further research and reflection.
  • Authors must declare that the manuscript contains no defamatory statements against any person or entity, nor does it violate copyright laws or infringe upon the intellectual property rights of third parties. In the event of any third-party claim, the Superior School of Public Administration (ESAP) shall not be held liable for damages resulting from the statements contained within the text(s).
  • Authors are responsible for managing and obtaining publication rights for all accompanying materials that require them.
  • The review process at Nova et Vetera is "double-blind," meaning neither authors nor reviewers will know each other’s identities. Consequently, it is the authors' responsibility to avoid any direct mentions or clues regarding their identity within the body of the text. Authors must also ensure that authorship information appears only in the supplementary files described in the author guidelines. Under a confidentiality policy, details of each process will only be disclosed to the individuals directly involved (editors, authors, reviewers, and committee members).
  • Authors commit to responding to proofreading requests within the agreed deadlines. Otherwise, it will be assumed that they agree with the proposed changes.
  • Should authors wish to publish the text(s) elsewhere at a later date, they must provide the respective credits, citing ESAP as the publisher of the earlier version.

Responsibilities of the Editor and Editorial Committee

  1. The Editor commits to keeping the journal’s website updated, specifically regarding editorial policy and author guidelines.

  2. The Editor commits to responding clearly and timely to requests from authors, readers, and reviewers.

  3. The Editor guarantees compliance with ethical criteria in the circulation of knowledge through a strict review of the guidelines outlined in this section.

  4. When deemed appropriate, the Editorial Committee or the Editor may ask authors to suggest three potential academic peers, provided these candidates have not seen a previous version of the document or been involved in the research process. Authors are expected to act with total transparency, avoiding candidates who could identify them or present a conflict of interest.

  5. The Editor guarantees anonymous review and the protection of author and reviewer information.

  6. The Editor and the Editorial Committee will make the final decision regarding the acceptance or rejection of articles based on quality, originality, relevance, and significance.

  7. The Editorial Committee reserves the right to discard any submitted work if it does not meet the academic nature of the journal or if authors engage in misconduct.

Reviewer responsibilities

  1. Reviewers must promptly communicate their availability to conduct a requested evaluation.

  2. Reviewers commit to disclosing any conflicts of interest in a timely manner.

  3. Reviewers guarantee the confidentiality of the information contained in the reviewed article.

  4. Reviewers commit to meeting the proposed deadlines and providing a reasoned concept aimed at improving the manuscript.

  5. Reviewers commit to reporting any suspicion of research malpractice.

  6. The final selection and approval of an article will depend on the academic concept of the invited peers and the authors' willingness to make necessary modifications within an appropriate timeframe, as coordinated with the Editor.

Artcile Processing Charges (APCs)

The submission, evaluation, and publication of articles do not incur any Article Processing Charges (APCs) for authors. This reflects the Journal's commitment to open access and the democratization of knowledge.

Digital Preservation Policy

Nova et Vetera participates in the Public Knowledge Project Preservation Network (PKP PN), which ensures long-term digital preservation should the journal go offline.
