La Gestión por Resultados (GpR) es una idea dominante de reforma del sector público. Sin embargo, los factores que condicionan su desarrollo no han sido
suficientemente debatidos en América Latina. Este artículo aborda dos preguntas: ¿qué factores hacen que las organizaciones públicas adopten modelos y herramientas de GpR? Para ello se presenta una revisión de la bibliografía especializada sobre factores de implementación y uso. La segunda pregunta está orientada a una reflexión para la región: ¿Cuáles son los desafíos para la incorporación de la GpR en América Latina? Se destacan las dificultades para romper con reformas simbólicas y adaptarlas a las características del contexto regional.
Results-based Management (RBM) is a dominant idea in public sector reform. However, the factors that condition its development have not been sufficiently debated in Latin America. This article addresses two questions: what factors cause public organizations to adopt models and tools of RBM? To this end, a review of the specialized literature on factors of implementation and use is presented. The second question is oriented to a reflection for the region: What are the challenges for the incorporation of the RBM in Latin America? The difficulties to break with symbolic reforms and adapt them to the characteristics of the regional context are emphasized.
