A sustainable national peace will be created in the regions and has im- portant institutional challenges. This article looks at challenges in the construction and adaptation of new centrally defined economic institutions in local economic development. Concretely, the objective is to analize how local actors confront these changes and experiment with new local institutional arrangements, in order to advance their economic development? There is a lack of theoretical advances about this thematic. Therefore, two cases of construction of agro-export value chains, one from Peru and the other from Uganda, are presented with the aim to empirically generate new insights.
