El cultivo de papa es uno de los principales eslabones de la economía regional en Boyacá, cuenta con un área extensa de suelo destinado al cultivo del tubérculo, pues las condiciones geográficas y climáticas propician la siembra sostenible. Al identificar los recursos estatales es posible regular y tecnificar el sector, incidiendo en el aumento de la productividad e impacto en el PIB de la región. La idea es descifrar las relaciones entre actores, recursos y beneficiaros, buscando responder al interrogante: ¿Cuáles son los elementos económicos, sociales e institucionales asociados al problema en el sector productivo de la papa en Boyacá? El enfoque metodológico fue de corte cualitativo a través de recolección de datos y documentos institucionales. En conclusión, se plantean alternativas que apunten a la promoción de la asistencia técnica especializada, el fortalecimiento del aparato tecnológico, las regulaciones en los precios de los insumos necesarios en el cultivo, para finalmente regular las políticas arancelarias inequitativas con respecto a la inversión extranjera.
In Boyacá, potato cultivation is one of the main production lines, with an extensive area of land for the cultivation of the tuber, and the geographic and climatic conditions are conducive to sustainable planting. By identifying state resources, it is possible to regulate and technify the sector, thus increasing productivity and impacting the region’s GDP. The idea is to decipher the relationships between actors, resources, and beneficiaries, seeking to answer the question: What are the economic, social, and institutional elements associated with the problem in the potato production sector in Boyacá? The methodological approach was qualitative through data collection and institutional documents. In conclusion, alternatives are proposed that aim at promoting specialized technical assistance, strengthening the technological apparatus, regulating the prices of inputs necessary for the crop, and finally regulating inequitable tariff policies with respect to foreign investment.
