El artículo analiza las condiciones en que se dio la producción del Festival internacional de Música del Caribe en Cartagena entre 1982 y 1996. Para tal propósito se tiene en cuenta las distintas etapas del Festival, así como también, los elementos internos y externos que condicionaron la aparición y desaparición del mismo, donde la llamada cultura picotera tiene un papel preponderante.
