El Caribe colombiano en los últimos años ha sido afectado por el desarrollo socioeconómico del país, intervenido por diferentes entes que tienen como misión garantizar el desarrollo de proyectos estratégicos en esta zona. A esta región colombiana debido a su situación demográfica se le facilitan los flujos comerciales, tanto internos como externos, surgen diferentes preguntas sobre su competitividad, sus debilidades, su vulnerabilidad y todo lo referente a infraestructura.
