La Constitución de la UNESCO, creada en 1945, afirma categóricamente: “puesto que las guerras nacen en la mente de los hombres, es en la mente de los hombres donde deben erigirse los baluartes de la paz” (Unesco, 1945). Esta perspectiva constructivista presupone la responsabilidad de los Estados para emprender rutas democráticas que protejan la dignidad, los derechos humanos, la igualdad y el respeto a la diferencia.

The UNESCO Constitution, drafted in 1945, categorically states: “since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed” (Unesco, 1945). This constructivist perspective presupposes the responsibility of States to undertake democratic pathways that protect dignity, human rights, equality, and respect for difference.
