Evolución e institucionalización de la burocracia profesional en el municipio de Cali (administración central) 2001-2010

En el marco de las reformas del Esado y de la Administración Pública impulsadas en la primera década del siglo XXI por los actores políticos relevantes del país, el empleo de servicio civil de carrera administrativa en el nivel central del municipio de Cali evolucionó institucionalmente bajo una modalidad estratificada que lo relegó a la periferia de la gestión de personal; en contraste, otras formas devinculación como el contrato de prestación de servicios, concebido para permanecer de manera transitoria y marginal en el aparato administrativo público, se convirtió en su regla hegemónica.
